Essentially, the City of Phoenix provides regional 9-1-1 services for 20+ FD's in the valley and units respond and work together regardless of the lines on the map or the color of the fire trucks. Where I live, it would very likely to have units from Chandler, Mesa and Gilbert among others responding for a structure fire.
