I have two different slides of this and one has 1994 and the other 2004. Also one has S&S and the other 4-Guys as the builder, but both appear to be the same tanker. On the Norma-Alliance engine, I got the info from sjfirenews.com. But I see where the front window on the cab has the vertical post, which was eliminated in 1997 on the Dash models. So, this one is still in question.
