This stuff was staged along with USSS vehicles all around the UN building (literally covering 15 blocks) when the Iranian President and other dignitaries were there 3 weeks ago.

The black Pierce is a NYC Department of Environmental Protection CBRNE rig. There is a seperate thread for them here in the "Other Emergency Vehicles" section.
