Okay, I will put my ignorance on the line here: Is a hydrant thawing device really that much of an essential piece of equipment in Sin City? Or, is there another Las Vegas a little further north?

It is Las Vegas, New Mexico- not far from Sante Fe, NM where they do get snow!
