But its the high or low rail that determines wether the ladder is NFPA compliant as a ladder or wether it is just recognized as an escape ladder which would determine is it a ladder tower or tower ladder. They work a forty hour week Monday-Friday together twenty-four hour volunteer firemen and fire officers. Odessa Fire Protection District provides Fire, EMS First Response, and Extraction to the City of Odessa and portions of Layette County. The City of Odessa EMS operates a twenty four hour career ambulance housed at the old fire house that also serves as the Police Department. Although advantageous for both the City and Fire District they have not reached an agreement that would allow the fire district to operate the ambulance. They also increase staffing at night with two additional part-time firemen. The Fire Chief and Assistant Chief work a standard 40hr work week. They operate from one two story fire house with active fire poles. They provide the City of Richmond and Richmond Rural Fire Protection District totaling 169 square miles with fire and extracation. They only respond to life threatening medical alarms. The Rural Fire Protection District creation and taxing vote was passed last year. Prior to the taxing vote Richmond Rural Fire Association subscriptions were sold annually to residents outside the city limits. This practice is still very common in Missouri.
