Seriously they spend the least amount of cash possible on a unit. I was told that they had negotiated the price of thier last type II's down to just $500.00 above manufacturer cost! Keep in mind also that ambulances do not have to meet KKK in a greater majority of states. KKK is just a sugestion, for instance this rig does not meet KKK becuse it does not have the 8" Omaha Orange stripe around the unit. Also keep in mind that KKK ie: GSA does not maintain a standard for Type II units like this.
