I noticed a lot of departments in the Dallas Fort Worth Metroplex have been hiring Chief from outside of the agency. Plano FD is advertising for a new Fire Chief right now. I'm sure they would take internal applicants as well. To me it would make more sense to hire a chief from within the department, that person would know the department and community better.

We're seeing it both ways in our area.  Internal applicants are welcome to apply, but external candidates are encouraged to apply as well.  I'd argue that both ways have their own merits.

And Seattle's recently retired chief was just named the new chief in Washington, DC.
