1. Why are they always painted black?

 

2. Why are so many being removed from buildings (I don't mean the ones that are not well-maintained.)

Can't advise on the black paint other than perhaps black blends well with other colors???

 

As for why are they being removed? Several reasons. Changes in occupancy/use group and modern building codes could be leading to lower occupant numbers, allowing for the need for lesser or different means of egress.
