Manhattan Traffic Control slicktop

The next two I need help figuring out what they are used for.
First is a van marked "QMS"
next is marked "POPPA" in the shield on both sides and the liscense plate...
My list of NYPD abbrev1ations dated April 8 2006 shows no listing for QMS and POPPA.
Could be many more and just missed off my list.

Sadly, I am an Qualified Auditor for a profession, and can advise that QMS is generally used for "Quality Management System" which means BS EN ISO9001 (or similar). There are similar abbreviations "EMS" for Environmental Management Systems (ISO14001), "OHSMS" for Occupational Health & Safety Management Systems (ISO18001) and "ISMS" for Information Security Management Systems (ISO27001).
