Since I enjoy "Department Tradition" stories, what's the story behind Garland's green side-facing warning lights...pretty unusual for Texas?

I am unaware of any particular "tradition" with said lights.

I was apprised that they are there to offer an alternative color and perhaps stand out among the red and white lights of the apparatus.

Hope this helps.

Makes sense, motorists at a distance see conflicting red & green and slow down instinctively thinking of a malfunctioning traffic semaphore, which has always worked for the Chicago FD. I was just wondering if there was any significance to the Garland FD.
