That looks like the "new" version of the Pierce All-Steer on the Howard County Tower.

You are correct, the new Tower-10 is equipped with the Pierce T-3 Rear-Steer.  This new tower will be replacing a 2005 Pierce Dash 100 Foot rearmount tower that is equipped with All-Steer.

Strange Question??  What does a tanker support unit do??

It's main function is to draft from a water source to supply a tanker shuttle. This is the third such unit that Chestnut Ridge has had, each bigger than the last.  There are several such units throughout the rural sections of Baltimore County, all owned by volunteer departments.
