Andy, great to see the lime green chapter finely closed in the WFD. It red was very welcome sight at KCFD in 1990 with lime green completely gone by 1999. BTW great photos from the second alarm!!!

I, on the other hand, am sad to see Lime Yellow EVER go from any department, and especially that tender! I do agree Trav. That tender was pretty cool it had a great sounding Detroit Diesel and a PA 150 siren. There used to be a you tube video of it running emergency, pretty neat.

Ask and you shall receive! This is Rehab 7, stationed at Firehouse 7, usually cross staffed with Squad 7. I don't know specs on it (yet). They had it out at a building fire last friday that I shot.

NO absolutly not. I live blocks from Firehouse 17 and it goes out maybe 5 times a month. Tough to catch!

Osawatomie State Hospital is one of the last two State Hospitals in Kansas and is located outside the City of Osawatomie, Kansas. They are a State operated Security Safety Department that provides security and fire protection for the Hospital grounds. The grounds are comprised of single family private residence and commercial buildings. They have an automatic aid agreement with Osawatomie Fire Department and Miami County EMS provides EMS services. Hospital fire apparatus prior to 1980 were solid RED.

Note: Originally delivered to OPFD with no deck gun, no Q Siren, or extended bumper, and Federal Red twin sonic light bar. OPFD later added a stanchion with a used four bolt mount Federal Q siren centered in the windshield, Note the bolt marks centered for the stanchion. In the early 1990's the bumpers were extended and the sirens moved to the bumper and aerodynic light bar was used. OPFD also placed deck guns on both pumpers and a gate valve is used just below the mount to open it no valve handle on the pump panel. Also the pictured pumper has a roll up door on the drivers side. This was done to demo the roll up doors before Quint 451 was ordered. The BP siren speaker on this pumper was replaced by OPFD in the last few years of service when the CP speaker stopped working also the Scat-o-ray light on the dash is the original warning light from the tail board. Both pumpers were painted in Pratt and Lambert paint like the KCK Pierce Fleet, they prematurely turned maroon like the KCK fleet. OPFD used Dupont Imron paint after these.



Note: The brother OPFD pumper was sold to Concordia, Kansas Fire Department Job #2030. It was used until last year. Unknown where it was sold too.

The significance of this photo is that Wichita Fire Department has accepted a contract from Pierce Manufacturing to begin the next fleet replacement. It is hard to believe this machine is almost ten years old. This Pierce represents the first order from Pierce in 2003. The order consisted of One Engine 1, One Rescue 4, Two Tower Ladders 1 & 2, Two Quints 4 & 19. All future orders after the first were delivered with Federal Q2b Sirens. This also continued the department change from Lime Green to RED and also marked the return of solid RED from White over RED.



I found out this weekend the current order is planned for nine pumpers and one truck. This plan will phase out the current 75ft Quints in the fleet and reopen one more Truck Company as Truck 5. Their is also discussion of opening Truck 6 later in the year. Prior to the 1980's Wichita operated eight Truck Companies. It will be nice to see the pure simplicity of a Pumper and Truck fleet again. I am sure Andy will have more to add as information becomes available.

Do you know if they are planning to phase out more squads? Any word if they were ever able to order a new HazMat unit?

Andy can give more detailed info. From recent discussions and knowledge of the department. There have not been any new Squads ordered for the last few years. Some are starting to wear out. Although the majority of the department despises the Squads. The main concern remains with closing squads is the loss of a lieutenant position. I believe the new Truck Co. manpower will come from closing more Squads. Most of the members would like to see the quoted Pick-up Trucks gone. IMO as more new fire houses and or Trucks are opened I could see less Squads because they could move those officers into the new companies.



The Haz-Mat is on hold as far as I know. Now thankfully that Pierce is locked in on the contract I could see them moving forward but I have not heard any word from my friends at Fire House Ten.

This came straight from the City Council Agenda that was posted online. Great news for WFD! I do not see WFD going away from Squads anytime soon. They really do take the majority of all the medical calls and keep the miles off the heavy apparatus. WFD's stations are too spread apart to only have single Engine Houses for all the stations that currently do not have a Truck Co.

SUBJECT: Vendor Selection – Fire Apparatus Replacement (All Districts)

INITIATED BY: Department of Public Works & Utilities

AGENDA: Consent New Business

Recommendations: Approve the capital project, the bonding resolution, and the vendor selection.

Background: The Fire Department heavy equipment fleet consists of thirty-seven pieces of

equipment, including five aerial platforms, eighteen engines (pumpers), seven quints, one heavy rescue,

two mobile air trucks, one tender, one hazardous materials truck, one command vehicle, and one

rehabilitation vehicle. In addition, to ensure service readiness at all times, accommodate training

needs, and maintain the City’s fire insurance (ISO) rating, the fleet also includes four reserve

apparatus, for a total of forty-one fire heavy apparatus. With an average service life ranging from 10 to

15 years, several pieces of equipment must be replaced each year in order to maintain fire protection

capabilities and keep the fleet current.

Analysis: The vendor proposed to provide heavy fire apparatus to the City was selected through a

Request for Qualifications (RFQ)/Request for Proposals (RFP) process.

The following elements were examined during the RFQ process: dealer information, manufacturer

information, and maintenance/service, with the ultimate goal to identify firms with robust capabilities

in all three areas. Six responses were received and the screening and selection committee shortlisted

the respondents to three for further evaluation and interview. The teams of Conrad/Pierce,

Firefox/KME and Weis/E-One were chosen based on the size and strength of the manufacturer and

dealership and the attainment of certifications demonstrating high quality standards in the

manufacturing process.

The three teams were interviewed by members of the screening and selection committee. The

committee used the following criterion to compare and contrast the vendors and their proposals:

specification criteria, including spare parts procurement/distribution and adequate manufacturing

facilities; maintainability and life cycle costing, including easy access to the engine and major

mechanical components, and the maintainability and repair of body and substructures; product quality

and support, including standard and extended warranties and quality assurance practices; delivery

schedule; management plan and manufacturing capability, including adequate staffing and technical

approach/plan/schedule; and price proposal.

The team of Conrad/Pierce was unanimously selected by the committee (8-0) based on their superior

rankings in safety features of the apparatus, availability of parts and support, warranty coverage, and

mechanical aspects of the apparatus. Conrad/Pierce met the proposal specifications with their base

proposal and was very engaged in the presentation. The other potential vendors either did not address all

of the specifications in their proposal, presenting an artificially low price, or were not as highly engaged

in the presentation process.

Apparatus pricing varied between the vendors. Proposed prices for the engines were: E\-One $465,674,

KME $540,270, and Pierce $596,726. Proposed prices for the trucks (100’ aerial platforms) were: E\-One

$898,602, KME $956,516, and Pierce $1,021,396. Although the pricing on the Pierce units is higher, the

Conrad/Pierce team proposed equipment that meets the needs of the Fire Department, while also

providing a high level of support both during and after the proposal process.

The Adopted 2011-2020 Capital Improvement Program (CIP) includes funding each year to replace

heavy fire apparatus. The amounts budgeted each year and the planned purchases are summarized in the

table below.

Financial Considerations: The CIP includes $2.47 million in 2011, $2.827 million in 2012, and $2.86

million in 2013 for the purchase of fire apparatus and related supplies and equipment required to place

the apparatus into service. Total funding over the three year budget period is $8.157 million. The

funding source is General Obligation bonds. Future years’ appropriations and bonding will be subject

to future Council approvals.

Goal Impact: Replacement of fire apparatus supports the Safe & Secure Community Goal. The new

equipment will increase citizen perception of safety, and maintained and/or improved response time to

public safety incidents. Standardization of equipment supports the Internal Perspective by reducing

operating and maintenance costs.

Legal Considerations: The Law Department has approved the bonding resolution as to form.

Recommendations/Actions: It is recommended that the City Council approve the selection of Pierce

Manufacturing as the supplier of heavy fire apparatus for a one year term with options for four

additional one year renewals; approve the project; adopt the bonding resolution; and authorize

necessary signatures.
