I was thinking that,but they just don't look correct for airhorns.

the air horns are located above the license plate kinda in the center of the bumper. the objects on each end of the bumper under the headlight are the siren housings

More specifically, they are European-style Hi-Lo airhorns.  Fairly common on SoCal ambulances, squads, and BC vehicles.  I like them, I think they're pretty effective devices for clearing intersections... wish they were more commonplace everywhere.
