Made my first trip to New York City a couple months ago and took about every NYPD Unit I seen so I will be posting these slowly here

I am sure this may be a dum question but why paint the traffic div units a diffrent color?

Traffic agents are civillian employees of the NYPD. They can issue some summonses, but do not carry anything but pepper spray. Oldet vehicles are the dark blue. Newer vehicles match the rest of the NYPD, to trick the public into thinking there are more cops

I aplogize for the person partially in this picture, but as many of you know NYC is heavily crowded and people will get in the way.

114 PCT (2012 Ford Fusion) & 109 PCT (2011 Ford Fusion) (Taken May 19, 2012 around the Times Square Area - Manhattan)

Hopefully someone can answer this question for me, some of the above units were marked as 109 PCT, 114 PCT which according to the NYPD Website are located in the Queens Area. Why would these units been in the Manhattan area? Does NYPD rotate units around between the Boroughs?

They were part of a CRV, Critical Response Vehicles, in which designated precincts send one car (with 2 police officers) to a muster location. From there Each car is assigned to a location in the area to demonstrate the NYPD's ability to respond to terror incidents. It is also designed to provide a deterrent, as each muster location, and further assigned locations are a random deterrence of a likely terror target. When they leave the muster location, they will leave with lights and sirens on in a caravan, and then disperse.
