There's a Syracuse thread on here somewhere. The rig in the background is a 4-wheel drive Hendrickson 1871S/Pierce 2000/500/50' Telesqurt, one of many operated by Syracuse as a "Maxi Pumper" back in the 1970's and 1980's.

Mr. Walt McCall's Book 100 year of ALF page 87 says this was a proposed low budget 600 series. One built for the US Navy later sold to Chico, CA.
