That appears to be a former Army M-49 fuel tanker.  They were based on the M-44 series of 2.5 ton trucks and had a capacity of 1200 gallons.

This model of International was called the Loadstar CO (Cabover).  The Cargostar (CO-1950) came later and was a wider cab and not quite as homely.
