Altought this does seem odd in the city the size of Duluth, it's not all that unheard of in poor and/or rural departments, where a volunteer or recall group of personnel are expected to arrive on scene and assist.

Regarding Duluth.  If you have ever driven in Duluth you know that the city is layed out along a hillside and is fairly long from SW to NE.  It is 15 miles from the southernmost station(10)to the northernmost (either 11 or 6)  With the hills and narrow streets, it is difficult to get around . Until the latest company closings and personel re-assignments, Stations 10,6 and 11 were two person stations.  Station 11 & 6 are in a bit better shape with station 4 being 3-4 miles away, and Station 1 or 7 not too far behind.  Station 10 is about 6 miles away from it's backup (Sta 8) and close to 9 miles away from Sta 2.  I think one of the plans being hashed out is to re-locate Station 4 to the north and close Station 11.  The personel would be re-assigned,  which would allow for increased staffing at Stations 6 & 10. 

 

When it is shipping season, once a large ore carrier is committed to entering the harbor, the bridge could be up for some time.
