Interesting, this was an HME cab project? I knew, obviously Rosenbauer didn't actually manufacture it, but I had no idea who did.

The chassis is HME, not sure who built the cab.  Later versions of the Commander AT were thinly disguised Spartan Gladiators with a proprietary Rosenbauer front fascia, grille and headlight units.  I found the HME identification inside the cab, near the base of the driver's seat, but no other typical ID tags as found on TCM or Kidron cabs.
