It looks like a Surge Deployment, a simultaneous deployment of about 50-200 cops to potential terrorist targets. A random show of force to deter terrorists.

There is a hanger between NYPD SOD and the Sanitation base where I have seen them do rehab work on aircraft. You can drive out there via one of the old runways. Don't know if that is the particular hanger. I was out there for the Vintage aircraft fly in a couple of months ago and didn't see the Goose out there. Pretty cool airplane.
