This device is a Pierce Aerialette. It was a two-section telescopic water tower available in 35' and 45' sizes. The tip featured a "sitting" position for the operator of the master stream.

And they still do. This is the Grey Ghost of the Capon Hose Company #4. To this day, their apparatus are painted in this same shade. The 1930? Seagrave resides in their museum.
