I wonder why ATCEMS would keep a vehicle "low profile" like this? Seems to be for a higher ranking officer.

Maybe just awaiting striping? Looked brand new.
That is Assistant Chief Shammard's vehicle. The way the city purchases things, evidently if we ask for a large SUV and Tahoes happen to be what APD is purchasing thats what we get to due to the volume discounts, same thing with the light bar, APD switched to the Tomar BLADE so thats what we get. (Although the new district command vehicles have the standard Tomar 930L bar go figure) As far as the lights it seems excessive to me for a vehicle that does not normally respond to incidents but im a pee-on so who knows.
Hey Ninja...would that be Jim Shammard??????......If so.....I did my internship with him when he was a "plain ol' streetmedic" (that was back in '97)!!!

Flashback back to Houston. My long EMS career began in the suburbs of Houston in the mid 70's. I had the priviledge of riding out with Cypress Creek EMS when it was formed in 1975 to provide ambulance service for the citizens in the unincorporated part of North Houston. The Harris County Emergency Corps staffed the ambulance and provided their two ambulances during the day and at night and on weekends civilian volunteers manned the unit(s). This first rig was converted by members of the Corps. Unit 452 was a ?year Ford Econoline converted van. Thanks for the great times John,John,Charley and a host of others who mentored me.

This second Emergency Corps ambulance was Unit 453 which also was a ? year Ford Econoline converted van. All the conversion work on these 2 rigs was done by the proud members of the Emergency Corps.
