Can someone explain the idea of having the tillerman sitting in the middle of the ladder on the old Ford tillers, and the ladder being raised without having a gap in between the rungs?

I don't have all the details, but the steering rod was detachible & went between the rungs and the tillermans seat would either swing or flip out of the way. I'm looking for a better picture of one with the aerial deployed.
Even better, I found this on the Firehouse.com fourm. About 3/4 of the way down there are a few close ups of the area in question.
