Come to LA and see how the taggers do it. Yes they have been known to dangle down from ledges, roofs etc and tag in places that make you wonder how they did it.
Also unless the Dept of Recreation and Parks, the Park Rangers (or General Services Police) or even General Services can do repelling (off the side of a cliff, down a steep ledge)then sure go ahead.
Besides, the politicians needed to make it look like the FD was proactive (or giving them busy work in front of the public). Besides it can be billed as a training exercise, I mean USAR has all the tools and technical knowledge so why not?.
