Personnel are paid out of the Operating Budget, apparatus are paid thru the Capital Budget, two totally separate items. The first two pumpers were likely paid from the 2009 Capital while the third was paid from Haz-Mat funds. Those funds cannot be used for personnel. Even with these new additions, Newark continues to have an older fleet of apparatus which suffer from hard use and a severely reduced repair and maintenance facility.

The plan for the grant money is to hire new Firefighters and possibly open the three companies that were closed. Unknown time line at this point.
