I know in my 2 departments to put them on the back is a waste as the rig(s) should always be angled across the roadway. This is to protect the personnel and citizens on scene by allowing protected working room on the side(s) of the involved vehicles, hence them on the sides. One on the rear would only be helpful if you parked in a row and didn't create additional protected areas.
