Lets see what I can help with.
As for the Towers, Squits and Snorkels...
The Squirts were split well between the city and ONE would get in to a box on a first or second alarm. The Chiefs could and did request them as needed on special calls. Sometimes there might be many special calls between alarms. The Towers and Snorkels were spread out also. I think that you would have one on a box assigned before the third in normal status. Again special calls could be used to get what you needed.
As for Rescue 1 in operation since 1991...
There are and were many fireman out in "THE WEST" who called it RE-CALL 1. The reason the fire would be under control BEFORE they even made it "On The Fire Ground". I remember talking to some of the Rescue members and they said that a SECOND RESCUE would be nice in West Philly... I think a few chiefs noticed this and might have been the driving force behind the formation of the current SQUADS. if you notice, Philly's Squads are remote from where Rescue is. The fact also that Engine 47 BEFORE the HAZMAT was formed was where one of the old CHEMICAL Units was Might also have to do with the location selected. As for 72's getting made a Squad, they were a busy company... They had a Seagrave Squirt (which is now Sqt 55). Also BOTH SQUADS are where the Deputy Chiefs are stationed... Weird huh?!
Quint 16 (now 69) was running a full set of Hurst Tools. I think now Engine 16 is also due to location and speed of entering the expressway. I beleive that Quint 69 is also operating this way as well. There was a time ALL BATTALION CHIEFS carried the Hurst Tools and the companies would take them out and use them... Oh that was BEFORE Rescue 1 was back in the City.
