If you have the time when BUFFING ANY city, to learn things the best place to visit is the Communication Center. I have to admit that security was tight and I went BEFORE 9-11. Phillys Comm Center was in Fire HQ - in the basement at 3rd and Spring Garden. I heard they were trying to move them into where the Police 9-1-1 Dispatch was.

Are you sure you dont mean E70, located at Roosevelt Blvd. & (Langdon St? I believe?) The main reason Deputy 2 is located at E70 is for access to "The Boulevard"- which can get him to pretty much any part of the second division within minutes...........
