But its the high or low rail that determines wether the ladder is NFPA compliant as a ladder or wether it is just recognized as an escape ladder which would determine is it a ladder tower or tower ladder. Full Railing=NFPA ladder compliance=Ladder Tower VS. Short Railing=escape ladder recognition by NFPA only=Tower Ladder
