Sounds like a spec issue to me. Why would you not spec a stainless steel truck if you are in a climate with snow and salt. yes cost is a big deal when you order as many as FDNY but you get what you pay for and as tough as the FDNY spec is I think they missed this detail. The biggest problem I see with FDNY trucks is rust at about 8 years of service. I know my department is not as busy as fdny companies but we wash our truck every time we return to the station.
I do find it humorous that you think that the FDNY "missed this detail" (even though they didn't), given the level of expertise for their apparatus committee and the volume of apparatus they acquire and that you think "cost is a big deal" given what they pay for their apparatus.
Not washing the truck every time you return to the station is not the sole source for rust on apparatus.
