My understanding is Truck 1 & Truck 7 are staffed full time ( one fully staffed truck company for each half of the city), Trucks 3, 5, and 6 are "cross-manned" and are typically the second piece of the engine company they are housed with. Truck 2 and Engine-Truck 4 were placed OOS a couple of years ago however, but how they shuffled the staffing I'm not 100% sure of.
