Someone else answered this a while back.....from memory, they hold brush fire lines for quick deployment and pickup in large scale emergencies. They drape the hose across the back and move on to the next assignment. Someone had a pictiure on here with hose on it....looked messy but its meant to be quick. Hope that helps....
