This is not a P-15, it's the "civilian" version, called the M-6000. The designation was originally the M-23, but changed to M-6000 in the mid-1980's. There were four M-23/M-6000 rigs built for non-Air Force airports:
1978 Memphis, TN (Hot Wheels made a replica of this one)
1980 Kuwait International Airport
1983 Anchorage, AK
1987 U.S. Army, Fort Hood, TX
