Cosgrove can correct me if I'm wrong. I was told they were used to weigh the laundry bins that were sent to the imates at Lorton Prison. Dirty linen from each firehouse was sent to the prison laundry and returned washed, and folded. The prisoner linen service probably stopped in the late 80's. I came on the job in early 91' and the linen service was gone by then.
Since DC is the Federal City, the linen was the same stuff issued to the military.
The laundry bins were metal framed, with canvas sides, and they had wooden skids on the bottom of the laundry bin. If your firehouse had a straight run of stairs it was your duty to ride in the laundry bin from the top of the stairs to the apparatus floor
