Seems like almost everyone in NJ went to the L.A.P.D. style black and white colors. My old town in South Jersey also went to this color scheme. I like it, it's aggressive!
This is actually the trend sweeping the nation. I don't know who started it, but it's much like the BIG EXPRESSIVE graphics phase that everyone went through in the 1990's, now things are calming back down, and huge quantities of departments are going back to a more basic B&W theme. I guess there was only so much you can do with splashy colors and swoopy stripes
This after years of hearing how much cheaper an all white car was to repair since body panels wouldn't have to be repainted, and they wanted high visability "signage" and the like. Now for guys like me who shoot a lot of law enforcement photography it's refreshing to see something that's not been changed to B&W. <img src='http://www.firepics.net/groupboards/public/style_emoticons/<#EMO_DIR#>/blink.gif' class='bbc_emoticon' alt='' />
