We had the same type fire and same cause a couple months ago, an empolyee was using power drill to drain fuel tanks. Only downside being stuck at the plug on end of 1500 foot 5" LDH relay getting cussed at by drivers as we had shut down a main hwy for hose lay until we got second line ran under the road using a large 60" drainage pipe.
