Water was not immediately applied due to unknown contents of the rail cars.  Command had a police helicopter trying to view placards while they waited for the train engineer and csx to confirm.  There were also multiple explosions so keeping crews at a safe distance was also a priority.  The only patient was the truck driver who was trapped closer to the point of impact and not where the explosion occured.  There is a video on youtube of the train impacting the truck.  The first explosion occured several minutes later.
