I've never seen one with a storz fitting, but it could be I guess. I've just seen the flanges with bolt holes on aerial waterways. A quint in my town was driving around like that for a week while the monitor (some version of Elkhart I believe) was getting repaired. The opening to the waterway was taped off, though. It wasn't open like the one in the above picture.
EDIT- just saw a different photo of this truck, and in the photo above it appears to be missing the egress section of the aerial tip. Maybe there was some damage to the section and they're waiting for replacement egress section before bolting everything back together.
