As noted below, the department disbanded, and their fleet was sold to other departments. Their really nice rescue is now in service with the Lancaster Twp (PA) VFD as Rescue 66.
As for a department "not liking" a rig at completion, that's the departments problem as long as the manufacturer built it to the agreed-upon specifications. If the manufacturer didn't meet the specifications, then they're under obligation to make it right (things like performance bonds will help the customer ensure that if the rig isn't right then there are financial compensations made to the customer). Depending on the severity of the problems with the vehicle, the department can reject it altogether. Norfolk, VA did this for an aerial last year in fact.
