EMS' involvement with hazmat response is limited to the medical side of things. Fire handles the mitigation end of things.
PBF does not have on-duty staffing dedicated to hazmat response like some larger cities. Hazmat trained firefighters on-duty respond to the incidents. The various hazmat units are pretty much cross-staffed by the companies with which they are housed.
