It's an AERO CHIEF. The generic term would be Articulating Platform. Check the website:

After your photo was taken, it was repainted yellow. Registration #7-1-1697 was later sold to Bonham, TX and repainted red again. Also, thanks for posting the Richardson WLF, Spec #80-229, I had never seen a shot of it before.
