OK, that could explain old Station #21. Stations #23 and #25 were built in 1948 as Fulton stations. The plaques earlier on this thread tell us that. What was the fourth? Could it have been #24 at the airport then known as Candler Field? I don't think it was #22 because it was build with WPA funds and is a twin to #18. There was a single bay station in Sandy Springs prior to the current station built in the 60's (Now SSFD #2). Could it have been the fourth???
