A question for you, maybe you know the answer. Why do medic units in California (might happen it other areas, Cal seems to get the most press about this) strictly adhere to the concept of not bring patients to hospitals on divert? Here in NJ divert/closed/bypass is a courtesy. If a patient wants to go to a hospital that is on divert we explain the situation but if they refuse to go anywhere else they go to the hospital of their choice. If all hospitals in the area are on divert then they are basically considered all open. Driving 40 miles to find an open ED is ridiculous.
