The mystery of the new Foam Trailer has become more clear. Apparently Norfolk Southern Railroad went and opened an Ethanol tranloading faciltity in the west end of town. Here is information from the city website. The city is fighting the facility and the foam trailer is one of several responses to deal with the safety aspects of this new facility. The new facility while along a rail line is very close to a metro station (1000 feet), very very close to school (600 feet) and a high density residential neighborhood (the former Cameron Run Defense Logistics Center) on the other side of the school.
In doing a little more research it looks as if the vehicle that is included in the picture was purchased or is being reimbursed/depreciated to tow the trailer.
The Foam Trailer contains two 330 gallon tanks for alcohol resistant ARFF (AR-AFFF) needed for ethanol fires. According to memos the trailer is intended to be stored at Station 210 once it is constructed in the next 5 years, in the Eisenhower valley near the west end facility.
