Everything you said was 100% spot on, except:
Scott & White EMS, Inc is 80% owned by Scott and White, with a 20% share held by Parastar Consulting (also operates Community EMS in Michigan), who came in a little over two years ago to "overhaul" the agency so that they turned a profit for the hospital (or more self sustaining at least). They also handle the billing and financial aspects of the agency. The employees are Scott and White, except for some managment positions, who are ParaStar employees.
Scott & White Pre-Hospital Services (the former name) used to operate 2 helicopters, Stat Air 1 and Stat Air 2, which were given to PHI (a huge helicopter operations company). PHI has no financial stake in S&W EMS.
