I'm not the subject matter expert on this, but I'll shoot and see how close I get. Miami City covers just the city of Miami. Miami-Dade County covers all the unicorporated areas of Miami-Dade County that don't have their own fire services. One County, One city, the city's in the county, and they both have their own fire departments. Sorta like Baltimore City and Baltimore County, or Los Angeles City/County I think.
