I too am not 'the expert' but I will second your answer. Miami-Dade covers all unincorporated areas although Hialeah, Key Biscayne, Miami, Miami Beach and Coral Gables all have their own departments and their own EMS services. I'm not sure how much crossover there is in terms of mutual aid/auto aid although I would guess there is some.
