This is one of those "what were they thinking" purchases. I've never got the full story, but this truck was purchased in 2007 but never placed into service and never had the intention of going into service. Flowes Store really didn't have a need for one because their district is mostly rural farmland with one and two-story houses. They only thing I can figure it was purchased as a show to lower their ISO rating.
