Andrew, I think this might be a match to the mini pumper in this photo I took many years ago at the Apple Blossom Parade. I have no idea where Glasgow is, Virginia or West Virginia?

Not sure whose photo this was Bogardus I think.. Sanford with a Grove ladder is my guess.
