Yes I was just about to post this as well. The "4" is duct tape but is black shadow is paint. I've run into this apparatus several times over the last two months.

That's a great picture! Looks like they changed the bumper number decals and the "Defending Liberty St." to the windshield instead of above it.

RES1CUE still hasn't taken delivery of the Ferrara but have had it a few hours a day for familiarization. Here is a cell phone photo. Possibly will take delivery in a week or so. Still running the Pierce for now.
