It went up to 295. When I rode it they were only going about 195. My guess is due to the wind but that's purely a guess.

I can confirm.  A couple of our guys talked their way into a ride and the operator said they would be wind limited to less than full height.  I think when they went up the wind allowed a tad over 200'.
